বাংলাদেশ ও চীনের সম্পর্ক অনেক পুরোনো এবং গভীর। কিন্তু এ বছরের অক্টোবর মাসে চীনের প্রেসিডেন্ট শি জিনপিংয়ের ঢাকা সফরের সময়ে দুই দেশ এ সম্পর্ককে কৌশলগত সম্পর্কের উচ্চতায় নিয়ে গেছে। আগামী বছর যে সম্পর্কের আরও উন্নয়ন হবে বলে আশা প্রকাশ করছে সংশ্লিষ্ট মহল।
সাধারণভাবে কৌশলগত সম্পর্কের ক্ষেত্রে বাণিজ্য, যোগাযোগ, উন্নয়ন সহযোগিতা, মানুষে মানুষে যোগাযোগসহ সামরিক সহযোগিতার বিষয়টি থাকলেও চীনের সঙ্গে সম্পর্কের ক্ষেত্রে ভূ-রাজনৈতিক অবস্থা বিবেচনা করে বাংলাদেশ শুধুমাত্র বাণিজ্য, যোগাযোগ এবং উন্নয়ন বিষয়গুলিকে প্রাধান্য দিয়েছে।
তবে শুধু যে সরকারি পর্যায়ে যোগাযোগ বাড়ছে তাই নয়, দুই দেশের ক্ষমতাসীন রাজনৈতিক দলের মধ্যেও সম্পর্ক গভীর করার একটি প্রয়াস দেখা যাচ্ছে, যা সামনের দিনগুলোতে আরো বেশি দেখা যাবে।
শি জিনপিংয়ের সফরের আগে আওয়ামী লীগের সদ্যবিদায়ী সাধারণ সম্পাদক সৈয়দ আশরাফুল ইসলাম এ বছর দু’বার রাজনৈতিক প্রতিনিধি দল নিয়ে চীন সফরে যান।
চীনের প্রেসিডেন্টের সফরের পরপরই অক্টোবর মাসে আওয়ামী লীগের কাউন্সিলে চীনের একটি উচ্চ পর্যায়ের প্রতিনিধিদল অংশগ্রহণ করেছিল।
ভবিষ্যৎ সম্পর্কের রসায়ন
চীনের প্রেসিডেন্টের বাংলাদেশ সফরের সময়ে ২৭টি চুক্তি ও সমঝোতা স্মারকে স্বাক্ষর করা হয়। এর মধ্যে বেশ কয়েকটি ছিল বাণিজ্যিক ঋণ চুক্তি এবং প্রকল্প সহায়তা।
ভবিষ্যতে এ সম্পর্কের রসায়ন কি হবে এবং সম্পর্ক উন্নয়নে দুই সরকার কি করছে জানতে চাইলে পররাষ্ট্র মন্ত্রণালয়ের একজন জ্যেষ্ঠ কর্মকর্তা বলেন, ‘দুই দেশের সম্পর্কের গভীরতা বৃদ্ধির ক্ষেত্রে চীনের প্রেসিডেন্টের সফর ছিল অত্যন্ত গুরুত্বপূর্ণ এবং এ সফর সামনের দিনগুলোতে বাংলাদেশ-চীন সম্পর্কে নতুন মাত্রা যোগ করবে।’
চীনের প্রেসিডেন্টের সফরের প্রায় এক মাস পরে নভেম্বরে দুই সরকার মিলে প্রধানমন্ত্রীর দফতরে প্রথম ফলো-আপ বৈঠক করে সফরে গৃহীত সিদ্ধান্ত বাস্তবায়ন এবং পরবর্তী কর্মপন্থা নিয়ে বিস্তারিত আলোচনা করেছে। এ ফলো-আপ বৈঠকে বাংলাদেশের পক্ষে সভাপতিত্ব করেন মুখ্য সচিব।
ওই কর্মকর্তা বলেন, ‘২০১৭ সালকে ইয়ার অফ ফ্রেন্ডশিপ অ্যান্ড এক্সচেঞ্জ হিসাবে ঘোষণা করা হয়েছে এবং এর অধীনে সব ক্ষেত্রে দুই দেশের মধ্যে বিভিন্ন পর্যায়ে যোগাযোগ হবে।’
তিনি আরও বলেন, ‘রাষ্ট্রপতি আবদুল হামিদ এর মধ্যে পাঁচবার রাষ্ট্রপতি এবং স্পিকার হিসাবে চীন সফর করেছেন। সরকারি উচ্চ পর্যায়ে রাজনৈতিক নেতৃবৃন্দ, শিক্ষা, বিজ্ঞান ও প্রযুক্তি, সংস্কৃতি, তথ্য, বেসরকারি খাতসহ সব পর্যায়ে যোগাযোগ ও যাতায়াত করার জন্য একটি ক্যালেন্ডার তৈরির সিদ্ধান্ত নেওয়া হয়েছে।’
নতুন বছরে দুই দেশের সম্পর্ক আরও উন্নয়নের আশা প্রকাশ করে তিনি বলেন, ‘আমরা আশা করছি, জানুয়ারি মাসের দ্বিতীয় সপ্তাহে চিন থেকে একটি সংস্কৃতি প্রতিনিধিদলের ঢাকা আগমনের মাধ্যমে ইয়ার অফ ফ্রেন্ডশিপ অ্যান্ড এক্সচেঞ্জ এর সূচনা হবে।’
বাংলাদেশ-চীনের ২৭ চুক্তি
শি জিনপিংয়ের বাংলাদেশ সফরের সময়ে ২৭টি চুক্তি ও সমঝোতা স্মারকে স্বাক্ষর হয়, যার মধ্যে ছিল ১১টি বাণিজ্যিক চুক্তি।
পররাষ্ট্র মন্ত্রণালয়ের একজন কর্মকর্তা জানান, এর মধ্যে কিছু নতুন প্রকল্প এবং কয়েকটি পুরোনো।
উদাহরণ হিসাবে তিনি বলেন, ‘কর্ণফুলী নদীর নিচে টানেল নির্মাণ নিয়ে অনেক দিন ধরে আলোচনা চলছিলো। চীনের প্রেসিডেন্টের সফরের সময়ে সহজ শর্তে ঋণ চুক্তি স্বাক্ষর করা হয়।’
এসব চুক্তি বা সমঝোতা স্মারকের ক্ষেত্রে যৌথ টাস্কফোর্স গঠন করার কথা এবং এখন সেগুলো গঠনের উদ্যোগ নেয়া হচ্ছে।
উৎপাদন সক্ষমতা বাড়ানোর জন্য কাঠামো চুক্তির যৌথ গ্রুপ গঠন ইতোমধ্যে সম্পন্ন হয়েছে বলে তিনি জানান।
সমুদ্র সম্পদ ব্যবস্থাপনার ক্ষেত্রে সম্পাদিত সমঝোতা স্মারকের আওতায় কোন, কোন ক্ষেত্রে সহযোগিতা নেওয়া যেতে পারে, তার প্রাথমিক কাজও সরকার শুরু করেছে।
এছাড়া পদ্মা সেতুর ওপরে রেলপথ নির্মাণের জন্য ঋণ সহায়তা চেয়ে একটি প্রস্তাব দেওয়া হয়েছে।
দুই দেশের শীর্ষ নেতারা ভবিষ্যতে সম্পাদিত হবে এমন ২২টি প্রকল্প চিহ্নিত করেছেন। এই প্রকল্পগুলো নিয়ে প্রাথমিক আলোচনা হওয়ার কথা আছে।
ওই কর্মকর্তা বলেন, ‘এ ২২টি প্রকল্পের মধ্যে তথ্যপ্রযুক্তি ক্ষেত্রে সহযোগিতা সংক্রান্ত একটি প্রকল্প আছে, যার মাধ্যমে বাংলাদেশের উন্নয়নের জন্য চীন ১০ বিলিয়ন ডলারের একটি তহবিল দেবে।’
তিনি আরও বলেন, ‘গত চার দশকে ১১বার পররাষ্ট্র সচিব পর্যায়ের বৈঠক হয়েছে। কিন্তু সেগুলো কোনো চুক্তির অধীনে হয়নি।’
দুই দেশের মধ্যে নিয়মিত পররাষ্ট্র সচিব পর্যায়ের বৈঠক অনুষ্ঠানের বিষয়ে একটি সমঝোতা স্মারক স্বাক্ষরিত হয়েছে এবং এর আওতায় আগামী বছরের শুরুতে চীনে পররাষ্ট্র সচিব পর্যায়ের বৈঠকের সম্ভাবনা আছে।
